You did ask if it’s the best custom ROM. And the other poster did answer that question pretty well.

Not 100% sure but you might be able to get them with HakuNeko connecting to Weebcentral. I know they have some webtoons on there. It’s free of course and easy enough to download once you figure out how to work HakuNeko. Alternatively just browse Weebcentral to see if it’s in there first. Good luck.
